Typed letter signed "Dean - Happy Birthday - May 9, 1985, House of Representatives stationery, to fellow Congressman Carlos Moorhead from California offering birthday wishes.
Carlos Moorhead was a Republican Congressman from California who served from 1973 through 1997.  He was also the dean of the California Congressional delegation - hence the reference by Dreier.
